Sierra Miguel was driving northbound on Highway 99, near Toland Road, when she attempted to pass a big rig by crossing into oncoming southbound traffic.
Miguel crashed head-on into a car traveling southbound. The southbound driver died due to the crash.
Miguel was taken to the hospital and is in stable condition. There was a child in the car with her, but they received minor to no injuries.
CHP said Miguel is under arrest on the charge of vehicle manslaughter.
The situation is still under investigation and it is unknown if drugs or alcohol were a factor in the crash.
The names of the woman who died and child have not been released.
There are no road closures but there are significant delays and CHP recommends drivers use alternative routes.
Use northbound Highway 70 or eastbound Highway 162, from Highway 99 as alternate routes to northbound Highway 99, toward Chico.
This is a developing story. Action News Now will keep you updated with new information on-air and online.
